Neil Romano
David and I served together on the National Council on Disability.
It was an honor to work under the direction and leadership of Commission David
D’Arcangelo at the Massachusetts Commission for the Blind (MCB) as a member of the
Executive Leadership Team to direct and manage internal and external
communications, as well as media relations, to support individuals who are blind and
visually impaired in Massachusetts.
Commissioner D’Arcangelo was the primary spokesperson and representative for MCB
for all internal and external opportunities in collaboration with the Massachusetts
Executive Office of Health and Human Services (EOHHS). He did an outstanding job of
building new communication channels to ensure consistent messaging with all MCB
departments and stakeholders. He established and facilitated meetings and initiatives to
resolve constituent challenges. Commissioner D’Arcangelo was constantly on-call as a
trusted resource for media and community partners across the state related to disability
and advocacy. He is reliable, supportive, positive, effective, and efficient, as well as a
true team player. Under Commissioner D’Arcangelo’s leadership, MCB launched its first
statewide outreach plan to engage eye care providers, community leaders, and
healthcare/educational organizations. Together, we implemented MCB’s first multi-
channel advertising campaign and podcast for Vocational Rehabilitation and developed
an award-winning graphic novel for community education & engagement.
Commissioner D’Arcangelo had a well-known, open-door policy to discuss service
delivery and process improvement with all staff across the organization. He was
transparent and inspirational to shepherd strategic change for the agency on behalf of
the community. Commissioner D’Arcangelo easily built and fostered professional
partnerships that benefited the blindness community to share critical information and
continue services during the COVID-19 pandemic. He is a talented and kind individual
who would be an asset to lead any organization, and I am proud to share my support for
his career goals and advancement. Commissioner D’Arcangelo is an influential leader
who strives every day to serve as a dedicated advocate for the disability community in
Massachusetts and throughout the United States.
